Foreign Transaction Fee
You may incur a ”foreign transaction fee” in accordance with your Credit Card Agreement if you have a transaction that is (1) made in a currency other than U.S. dollars or (2) made or processed in whole or in part outside of the United States.
For example, a purchase is considered a foreign transaction if it is made online with a merchant that processes the transaction in a foreign country or if you make an ATM transaction in a foreign country, even though the transaction is made in U.S. dollars.
